The two inner diversion tunnels had a large concrete plug inserted approximately halfway along their length. Their downstream half is now used as the main tunnel which carries water from the intake towers to the generators. Downstream from the generators, there is a second concrete plug in the inner diversion tunnels. They have effectively become a chamber which is used to transport water from the intake towers to the generators. The pipes were placed inside the diversion tunnel and get smaller as they get closer to the turbines. This shrinking process of the pipe causes the water to accelerate to over 85 miles per hour.
